can i get rank in pharm d in vijayawada or hyderabad after scoring 84% in ipe and 42000 rank in eamcet?

EAMCET stands for Engineering Agriculture and Medical Common Entrance Test. This examination is conducted by JNTU Hyderabad on behalf of Andhra Pradesh State Council for Higher Education Council.

D.Pharma. or Diploma in Pharmacy is an undergraduate Diploma Course in the medical field of Pharmacy. The duration of this course is two years after 12th class with Physics, Chemistry and Biology or Mathematics.

As per my knowledge, yes you are eligible to get a seat in Pharma-D in Hyderabad after scoring 12000 rank in EAMCET. My suggestion to you is that you can apply fro admission in that college which accept your score.
