2] CAN I APPEAR FROM normal msc or in competitive exams where graduation qualification is required.

definitely you can apply for it graduation is given as the least degree which a candidate must possess and also in some entrance exams , MSc and MCA degree are taken to be equivalent to BE/BTech ..
