I heard that Diploma of Homoeopathic Medicine and Surgery (DHMS) course is no more offered by any colleges in India now? Is it true? If continued, then please let me know about the best universities for pursuing DHMS? Further, what is the difference between BHMS and DHMS?

A BHMS degree is a Bachelor of Homeopathic Medicine and Surgery while DHMS degrees a Diploma in Homeopathic Medicine and Surgery.
Obviously BHMS degree is far more better than diploma course and this can be pursued after passing 12th standard with PCB subjects from a recognised board.
