I have completed my B.Com and then after that I did my B.Ed in Social Science and English. Now, can I apply for Trained Graduate Teacher in Social Science in Delhi Subordinate Services Selection Board (DSSSB)?

To be eligible for DSSSB (Delhi Subordinate Services Selection Board) recruitment for PGTs (Post Graduate Teachers), the minimum education required is Master's degree in concerned subject from a recognized university. In addition Degree or Diploma in training/education is also required.

So, having completed your Degree in Commerce, you are not eligible for either DSSSB TGT or DSSSB PGT (Social Science) recruitment as for these it is mandatory to have completed Bachelor's Degree or Master's degree in concerned subject.
