To become an IAS ( Indian Administrative Service ) Officer, you are required to qualify the Civil Services examination held by UPSC once every year.

Further, the minimum education required to appear in the Civil Services examination is a graduation degree in any discipline from a recognized university. Students pursuing final of their graduation degree course are also eligible.

So, being a student of B.E. ( Bachelor of Engineering ) degree course even with ECE (Electronics and Communication Engineering ) specialization you are eligible for the Civil Services examination as the stream or specialization of graduation degree course does not matter for the eligibility for the same examination.

For more detailed information regarding the Civil Services examination, you can refer to the link www.upsc.gov.in.
