i have done b.tech in bioinformatics...what are the feilds i am eligible for to do m.tech?

Is 60% in Msc or graduation are necessary for applying to any of the entrance exams for phd? Which are the institutes which does not required 60% marks? I really wanted to do phd and repaid what i did not achived.
