What are the criteria for departmental promotion exam from LDC to UDC?


I had joined my service as MTS in April, 2006. I have been promoted to LDC through departmental examination in 2020. Now I want to know that,
1. Am I eligible for next promotion examination from LDC to UDC? If no, then when I can appear the same?

I have completed 10 years in same cadre of MTS so I got MACP also. Now I want to know that,
2. Am I eligible for one increment in pay level, although I am drawing the same pay level of LDC because of MACP.
