I completed my 10th from Bihar Board after 10th I have completed my Polytechnic 3 years and after that I completed my graduation from IGNOU. Am I eligible for Bihar Public Service Commission (BPSC) and UPSC?

The first thing I would like to let you know is that the minimum education required to apply for BPSC Civil Services examination is a bachelor's degree in any discipline from a recognized university.

So, having completed your graduation from IGNOU which is a recognized Central university, you are eligible to apply for BPSC Civil services examination as far as the educational requirement for the same examination is concerned.
