The registration form is available throughout the year and you may register for the course anytime during a year.
However, as the term end examinations are conducted twice a year,in order to write the examination in a particular month, one must register before the prescribed date.
Now, if we talk about the term end examination of 2012, the last date to register for the June 2012 exam has already been expired on 05-12-2011.
In order to write the examination to be conducted in December 2012, you should register before 05-06-2012.
