No, you are not eligible to get the recruitment as the deputy collector if you have pending backlogs.

Candidates with bachelor degree in any discipline are eligible to appear for the examination and after qualifying in all the stages eligible for the final selection. So, you can appear for the examination after clearing your backlogs.
