Every Government employee is not a gazetted officer .
He is a person who derives it's service and recruitment conditions from gazette of India as per Article 309 of Indian constitution. Those who fall in class 1 cateogary Officers of armed forces Magistrate Scientists of government funded research organization Doctors Engineers Drug controller Central and state Government emotes Patent examiner Officers of state cadre District medical officer |

Doctors working in the government sector as Medical Officer or General Duty Medical Officer or above designations are class 1 Gazette Officer. All doctors recruited to the various central medical services through the combined medical services exam of the UPSC are appointed to the Group A cadres.
