Sir I have secured 51% in graduation and 65%in post graduation. If in any recruitment Qualification required is 60% in graduation or equivalent, then what does this equivalent mean and can I apply for the post??

Equivalent means can be understand by following examination.

Polytechnic Diploma qualification is equal/ equivalent to intermediate qualification.

If you have completed Polytechnic Diploma than you have completed intermediate equivalent qualifications.

If you have score 75% marks than it can be said you have secured 7.5 CGPA equivalent marks.

In you your case you must have minimum 60% marks or minimum 6 CGPA .

Equivalent is nothing but alternate to the thing what they mentioned.
The statement is incomplete which you mentioned here
For example:
Diploma is equivalent to +2
Bachelor in Engineering is equivalent to Bachelor Degree
Master in Engineering or sciences is equivalent to Master Degree
