Can I join the mtech after my completed post Diploma in product designer

No, it isn't possible. MTech in Product Design & Manufacturing is a 2 years post-graduate course.
For this course , candidates need to take Stream Science in their 12 class in 10+2 pattern. Because the eligibility is graduation degree with science subjects with at least 60% marks in aggregate.

No, after completion of diploma course, you are not eligible for MTech course. After completion of BTech course, you can apply for MTech through GATE score card.
GATE stands for Graduate Aptitude Test in engineering.
If you have a bachelor's degree in Engineering/ Technology or Architecture/ Design or its equivalent or masters degree in science department then are eligible for GATE exam.
There are no restriction for attempts in GATE exam. You can apply any number of time.
There is no age criteria but your minimum age must be above 18 years.
