HI!
Yes, you are eligible for IAS exam conducted by UPSC, but you are in the border line as the maximum age limit will be 30 years.
So don't waste time apply as soon as possible when the application form will be published.
The educational qualification will be graduation in any discipline.
thank you!

You just mentioned your age but not the category to which you belong which will be important to meet the eligibility criteria.

In order to appear for IAS exam, one should be in the age group of 21-30 years by August 1st of the year of commencement of exam.

This age criteria is for general category.

Anyway there is relaxation in the upper age limit for the candidates of other categories . It is as follows.

Relaxation of 3 years for OBC candidates. In that way their maximum age to appear for the exam is 33 years.

Relaxation of 5 years for SC/ST candidates. In that way their maximum age to appear for the exam is 35 years.

Know the full fledged eligibility.

Eligibility criteria for CSE

-> you should have a degree from a recognized university.

-> your age should be minimum of 21 years and should not exceed 30 years

there are no special rules for any part of the country every one are equal for UPSC(the committee which conducts civils).

I appreciate your interest
but,
as you're exceeding max limit this year you are not eligible unless and until you're of a reserved category because there's relaxation for reserved categories.

->for obc upto 33years

->for sc/st/pd upto 35 years

best wishes
