Hi Mahesh..!!

yes dear friend you are eligible for the examination

I can confidently say this, regarding your Educational qualification and also your age.

Required educational qualification by UPSC
->The candidate have to complete his or pursue his final year degree of any discipline from a Recognized Indian University by a state or central legislature or a equivalent degree from a university which is under University grants commission.
or a equivalent degree from anywhere.

In this regard,
you already completed your degree long back, i.e., B.Com , There will no problem with percentage as it is not mentioned anywhere in the previous notification about the percentage required . UPSC just requires a candidate with the attitude of serving nation. Not anything than that.

Required Age Criteria by UPSC

->The candidate should not less than 21 years and not more than 30 years in the case of general candidate.

In this regard,
you are 28 years now so you are eligible now for this examination.
additional to this general limit. you also gets relaxation with your community as SC.

SC Candidates are relaxed upto 5 years after the maximum age limit. i.e., as a SC candidate you can apply till 35 years of age.

hope you get through your dream in the first attempt only.
For your information I'm attaching a notification in which clear details are mentioned . so once go through that you can get good knowledge with it.

all the best

Regards

Indian Administrative Service (IAS) :

At the top of the hierarchy of IAS officers is the Cabinet Secretary followed by Secretary/ Additional Secretary, Joint Secretary, Director, Under Secretary and then the Junior Scale Officers. These posts are filled according to seniority.

Eligibility for the Civil Services Preliminary Examination:

The minimum age for appearing for the Civil Service Preliminary examination is 21 years and the upper age limit is 30 years. The minimum qualification is graduation in any discipline from a recognised Indian University or an equivalent qualification. There is a relaxation for SC/ST candidates on the number of attempts, if they are otherwise eligible.
