Student from any stream is eligible for M.B.A after graduation..
For M.B.A you have to score minimum 50% marks in graduation..

For admission in to college you have to qualify entrance exam like:-

It seems that you are very very confused related to the MBA program and hence i am writing this answer just to tell you everything related to MBA. MBA is a Two year post graduate degree program which may or may not be approved by AICTE. It is a valuable course for all those candidate who are willing to make their career in Business field as well as for those who want to start their own business

Okay now i will tell you the eligibility of the course first and after that i will answer all other points that you stated in your answer.

Eligibility :-

Education :- Degree from a recognized university
Percentage :- Minimum 50% in aggregate
When ?? :- After degree but final year candidate can also apply
age limit :- No
Subject limit :- No

If you are clear with this then let me tell you that it is not at all true that only Extra ordinary candidate can do MBA. MBA can be done even by average student also but then main thing is that the candidate has to show some out of the box thinking as well as he has to show hard work and dedication.

Fluency of English :- Fluency of English is not mandatory but as we all know that English is a global Language and hence it is recommended that you MUST have working knowledge of English, If you study carefully then you will automatically learn fluent English

HR is the best specialization that a girl can get if she is not good at Finance. If you are good at finance then i will advice you to go for Finance but if you are not good in Finance and Accounts then HR or IB will be best for you
