Can I apply for HAL if I am interested in R&D field at the grade of scientist?

HELLO. i'm perusing M.sc comp sci.. i am interested to work in R&D field at grade of scientist. can i apply for HAL as i hav observed that the entrance test are on basis of electronics. and i am for a C.S background
