Can I apply for JEE Mains, 2019 after clearing my compartment exams?
I had passed 12th in 2017 and gave improvement in 2019. Now, can I give JEE Main in 2020? When and how can I apply? What is the application procedure? What are the application charges?

Yes, you can apply for JEE Main Exam after the release of applications.
There will be three consecutive attempts offered to you for applying JEE Main Exam. Last date to apply for JEE Main January session and April session is passed away, so you cannot apply for JEE Main now. However, you can apply for JEE Main exam next year in 2020.
