Can i do Ph.D in reputed US universities?


Can I do PhD in reputed US universities if I have ME/MTech degree from IISC/IITs? Since in India we get ME/Mtech and in US, MS for the same and also I was going through MIT website where they said they require MS for PhD program, so I am bit confused about this. Is MS mandatory for all reputed universities in US to pursue PhD?

I am pursuing MCA ..it's my final year and i m interested in further studies in US .. i want to do Ph.d.... how can i apply for the same
