For getting admission in diploma course you must have to qualify all the subjects in your current exams (10th or 12th) from any well affiliated board. You are not eligible for admission in diploma on the basis of your 12th marks as you are failed in one subject in 12th class. But you are eligible for admission in diploma course on the basis of your matriculation. You simply have to appear in the DET exam for admission in any good college. Your course duration will be of three years.
