Hi
Choice filling in 2012 is permitted only when a candidate secure atleast 48 marks for Open category

45 Marks for OBC

18 Marks for SC/ST/All PH categories

Since you got 46 Marks and belonging to Open category YOu could not Participate in counselling and could not get a seat for sure..!!
