Graduate Aptitude Test is required only for few Public Sector Units but in order to apply for most of the government sector job, you don't need to hold GATE Score.

Since you are in the final year of your B.Tech program, you will be able to apply for most of the jobs in the government sector after completion of your bachelors degree program.

For getting jobs in the Government sector, one has to qualify entrance examination conducted by the department itself or by a regulatory body conducting examination for various departments and posts.
Such examinations are conducted on national as well as on state level.
The national level examinations are conducted by Staff Selection Commission and Staff Selection Commission. The Staff Selection Commission basically conducts examination for recruitment of candidates into the non-technical branches of various departments. The state level examinations are conducted by public service commission of each state separately. These examinations are conducted for both technical as well as non technical branches of each department, just like the Union Public Service Commission.

To be considered for most of the jobs, there is no percentage criteria which means if you are a graduate within the prescribed age limit of the department and post, you may write those examination, irrespective of your marks in the qualifying exam and none of these examination requires GATE Sore.
