Can I get re-registered in PhD at another institute based on my previous JRF certificate?

I have registered in an institute for PhD based on my JRF certificate. Here I studied 6 months and then resigned. Am I eligible to register in other institute with the same certificate given that it is still valid. Am I entitled to get fellowship also?
