You are now in 1st year of your graduation degree so you are now not applicable for IPS Exam but if once you have complete your graduation degree you are definitely applicable for this post .

IPS EXAM ELIGIBILITY:-

you should have to graduate passed with 60%.

Yes, you can give the IPS exam, but only after completing your graduation, because the educational qualification required for appearing in the civil services exam is that you should be a graduate from any stream and your age should be in between 21-30 years of age.
The age limit and the number of attempts in which you can appear for the exam varies according to your categry-
For general- 21-30 years of age, and number of attempts=4
OBC- 21-33 years of age, and number of attempts=7
Sc/st- 21-35 years of age, and number of attemps- no limit

IPS stands for Indian Police Services. This exam is conducted by Union Public services Commission (UPSC) once in each year. You can apply for the IPS through civil service examination. The civil service examination is conducted by the Union public service commission every year.
