Can i give this years Set exam as i am appearing MCOM IV sem.

SET exam stands for state eligibility test.
This exam is conducted by the respected states.
Eligibility Criteria :
You must a degree in Master's from a recognized university.
You must have secured at least 55% in Master's degree. For SC/ST,VH,PH candidates must have secured at least 50%.
rs 450/- for general candidates
rs 225/- for backward castes
rs 110/- for sc/st
The challan form for the exam should be downloaded from UGC website.

Yes, you can apply for SET during 4th sem of M.Com. The qualification must be obtained with a minimum of 55% marks. SET exam is conducted by authorities of the concerned state. Usually there is no upper age limit for SET. Eligibility criteria varies with state.
