If I do my M.Phil in Commerce as a part time then whether I am eligible for PhD in Commerce under recognised university or not? Which all universities offers PhD in Commerce?

Yes you can pursue Ph.D in Commerce after completing M.Phil in Commerce.
You have to clear entrance examination to get admission.
In some of the colleges you can get exemptions after completing M.Phil and you can get admission after clearing Interview round.
Entrance exams accepted are as follows:-
PET
GATE
CSIR
NET
