Yes it is possible to take a transfer. You need to first obtain a NOC from the university where you are currently studying. Make sure that you have good marks in the first year. Your admission will be subject to seat availability. If there is no seat available for the full time course you can still continue your studies as private students from any of these universities.

Obtain an NOC from your college, grab all your required certificates (TC, Marks memo,etc) and go get ur admission done in any university that accepts students for second year bcom. if not... start all over from 1st year.
