I have a graduation degree from Vinayaka Mission University. I am from Bihar and looking for Bihar Government jobs. I heard that this university's degree is not valid for Bihar government jobs. Is it true? Can't I apply for any Bihar state government jobs?

Degree from Vinayaka Missions University is valid for Government jobs like UPSC OR SSC as this university is competent to award degrees under section 22 of the UGC Act,1956.

So,not to worry about that,you can apply for the government jobs,before that go through eligibility criteria and read the instruction carefully.
