The eligibility criteria for the post of Statistical Investigator grade 2 in RGI through SSC CGL 2019 is mentioned clearly in the notification of the exam as :

"Bachelor's Degree in any subject with Statistics as one of the subjects from a recognized University or Institute. The candidates must have studied Statistics as a subject in all the three years of the graduation course."

But at the same time the Recruitment Rules of RGI for the Statistical cadre state the Minimum Qualification as follows :

"Essential:
Bachelor degree in any subject with Statistics as one of the
subject from a recognised University or Institute.
Note1: The qualifications are relaxable at the discretion of
the Staff Selection Commission or competent authority, for
reasons to be recorded in writing, in case of candidates
otherwise well qualified.
Note 2: The qualification regarding experience is relaxable
at the discretion of the Staff Selection Commission or
competent authority, for reasons to be recorded in writing
in the case of candidates belonging to the Scheduled Castes
or the Scheduled Tribes, if at any stage of Selection the
Staff Selection Commission or competent authority is of
the opinion that sufficient number of candidates from these
communities possessing the requisite experience are not
likely to be available to fill up the vacancies reserved for
them."


My main concern is that, whether the above two minimum qualifications for the same post, convey different meaning? And if they do, can SSC now relax the eligibility criteria from 3 years to 1 year or less, when already the final result of SSC CGL 2019 is out and DV is about to take place in a couple of months?
