The eligibility criteria of Engineering Services examination is;

B.E. degree from a recognized university.

Age Limit:
21-30 years for GEN category candidates.
21-33 years for OBC category candidates.
21-37 years for SC/ST/PD category candidates.

There is no restriction as per one's marks in the qualifying examination.
So it doesn't matter that you got 1st division or 2nd division in 12th.
You are just required to have all examination passed
i.e. 10th, 12th and B.E.(or equivalent).

You can also apply for the examination during your final year of B.E.
As the examination is one of the most prestigious examination of its kind so, the
level of competition is too high. So, you must prepare the entire syllabus very well
to crack the examination.

The syllabus and all other details is available in this year IES notification.
Download the notification from the attachments. for your reference.
