How is the procee to change college under VTU board?

Hi,
I am studying in 1st semester B.E., Computer Science under VTU.. How can i go for transfer of college from a college in Mangalore to that in Bangalore.
Can i please have all the details regarding this? Fee related, marks related n all the procedures please...
