UGC stands for the University Grants Commission. It gives approval to the various private universities. The technical courses offered in a institute is approved by the All India Council for Technical Education.

So master's degree in Civil Engineering is approved by the AICTE in any institute. You need not worry about UGC approval for this course. Distance courses needs to be approved by the Distance Education council.
