The behaviour of inductors and resistors are not the same. Resistors simply oppose the flow of current whereas inductor opposes the change in current by dropping a voltage directly proportional to rate of change of current.

In pure inductive circuit current lags voltage by 90 degree.

In purely inductive circuit power is zero as the angle between voltage and current is 90 and power is VIcos(phi), here phi=90 degree and cos90= 0, so net power is zero
