No minimum percentage is mentioned anywhere in the UPSC Civil Sevices Notification. It means that the candidates who have only 33 % or the Passing percentage in the Degree Examinations are also eligible to apply in the UPSC Civil Services (IAS) Exam.

The minimum education required for appearing in the Civil Services examination ( popularly known as UPSC examination) is a graduation degree in any discipline from a recognized university. Students pursuing final year of their graduation degree course are also eligible.

So, having completed your Graduation degree course you are certainly eligible for appearing in the Civil Services examination as far as the educational requirement for the same examination is concerned irrespective of your marks in the same degree course in aggregate or year wise.

For complete details regarding the Civil Services examination, you can refer to the link www.upsc.gov.in.
