Can I make OBC Certificate in Non Creamy Layer if my father is working in a Government PSU as Class II officer with Salary of more than 4.5 lakhs for last three years. Father is not appointed directly in Class II but got promotion at the age of 35 years from Class III to Class II throuth Exam . Mother is housewife.

The upper limit for OBC non- creamy layer is Rs 8 lakhs.

So, you are eligible to get the benefits of non-creamy layer.

To be considered as OBC NCL (Non-Creamy Layer) citizen, the overall family annual income of the individual should not be more than 8 lacs.

So, as you have mentioned that your father annual income is Rs. 4.5 lacs while your mother is housewife that means the total family income is less than Rs. 8 lacs and therefore you can apply for OBC NCL certificate and avail the benefits available for the same category.

In order to qualify as an OBC non-creamy layer candidate, the applicant's parents' annual income should be less than Rs. 8 lakhs.

Thereafter, it was raised to Rs 2.5 lakhs p.a (2004). It was subsequently increased to Rs 4.5 lakhs p.a. in 2008 and then to Rs 6 lakhs p.a in 2013.
