I have done graduation in science but not secured 60% marks...can I apply for graduation in science through distance education. Or whether it will be valid for govt jobs..

Minimum of 55% in graduation is required for applying to Government jobs.
Somewhere it's 60% and somewhere it's less.
If you are planning for any job that requires more percentage than you can do it through distance learning.
If you belong to OBC /sc/st then 50% is required.
One can apply for jobs like bank, railway, SSC, UPSC, PO, etc
Some banks require 60% in graduation and the percentage totally depends on the exam for which one is applying.

Yes. You can do graduation science through distance education and it is valid for all government jobs.

°°° Of course, you can apply for graduation in science stream through distance education like through Indira Gandhi National Open University which is the Central University and graduation is valid and it is recognised by University Grant Commission but as you have already completed your graduation and I would not like to suggest you to retake admission in graduation because in order to apply for government jobs, percentage does not matter like only minimum aggregate marks of 45% of 50% is enough to sit in the examination.
However, if still you want to pursue your graduation again then it is your personal choice you can go for Indira Gandhi National University.

Distance programs can be provided by colleges normal degrees.
BSc distance education colleges include IGNOU, Jaipur National University and others and the average tuition fee is INR 13000 to INR 17000.
