No, you can't do Ph.D in subject, which you haven't studied at masters level. If it was a plain life science field, related to biotechnology, then you should have been eligible.

Computational biology and bioinformatics requires a masters degree on the same field. It is related to life sciences, but for research, you must have studied these subjects at PG level.

Yes, you are eligible to apply for Ph.D computational biology/ bioinformatics after completing M.Tech in biotechnology, but in some Ph.D subjects M.Phill is necessary to be done. Here below are details regarding Ph.D computational biology or Bioinformatics:-

Yes, definitely an M.Tech holder in Biotechnology can apply for the Ph.D course in Computational Biology and Bioinformatics, there is no problem in it.
Candidates those who have completed their Masters degree in Biotechnology from a recognized University with a minimum of 55% of marks in it are eligible to opt for the Ph.D course Computational Biology & Bioinformatics.

Yes, an M.Tech in Biotechnology holder can do PhD in Computational Biology and Bioinformatics after qualifying PhD entrance test i.e. UGC CSIR entrance examination which is required to be take by those candidates who are willing to pursue PhD course.
Those candidates who have secured a minimum of 55% marks in Masters degree from a recognized university are eligible to do PhD in the relevant discipline.

As far as my best knowledge is concerned, yes you are eligible to pursue PhD in Computational Biology and Bioinformatics course after successful completion of M.Tech in Biotechnology.

The minimum educational qualification required to be eligible for doing this course is, Master's Degree in concerned stream or M.Phil from a recognized university.

You must have appeared in CSIR NET or UGC NET or in concerned college's entrance examination in order to be eligible. As you are pursuing M.Tech in Biotechnology which is a Master's Degree, I am sure that you are certainly eligible to pursue this course.

You are a student of M.Tech in Biotechnology so you are eligible for Ph.D course in Computational Biology & Bioinformatics if you have published any journal paper related to this topics.

Otherwise you can do your final year project in this topics, then you can apply for Ph.D course in Computational Biology & Bioinformatics.
