After completion of M.Tech in Computer Science and Engineering candidate from Hindustan University, you can apply for Ph.D in Computer Science at VTU, Karnataka but you must have valid GATE/ UGC NET score card.

Your masters degree marks must be above 55%. There are no age criteria.
