Even an INSPIRE fellow has to undergo written and interview process?
I have done MSc statistics from university of Rajasthan and I am eligible for INSPIRE fellowship award for PhD program. If any professor at DU selects me for PhD, will I have to go through the procedure of written and interview procedure?

Since you have completed you PhD course, you are eligible to do lecturer job in university/college but you wouldn't be assigned for a permanent job for the same designation until and unless you appear and qualify in the NET entrance exam after completion of the PhD course. After qualify in the NET exam you will have to go through interview process.
