Your masters degree marks is 48.75% so you are not eligible for Ph.D entrance exam.

Those candidates who have completed masters degree with above 55% marks from a recognized university are eligible for Ph.D entrance exam. For SC/ST candidate its 50% and above in masters degree.

There are no age criteria.

So you can do another masters degree course in distance mode and try to secured at least 55% marks from a recognized University.

Sorry, to say that you are not eligible for PhD course through NSOU. Since you have scored 48.75 percentage is not sufficient marks to apply for PhD course through NSOU.
