Whether IGNOU is approved university by UGC for phd program or otherwise? I am looking for a quick response from your side.

IGNOU is an open university which is definitely a recognized university without any doubt. It is approved by the distance education council and there is no problem if you pursue PH.D from it because it is made for such situations only.

Those who can't do PH.D in a regular mode must have an option and IGNOU is the best option in India. Although the streams available for PH.D may be limited but surely it is a legitimate place to study.

I want to do PhD in English literature from ignou. Is it valid also for government jobs

Yes, IGNOU degree is recognized by UGC.
