I'll be of 20 years on 16/01/2021 and I will write my exam of final year's of graduation in September, 2021.
So am I eligible to fill the form next year for upsc prelims test and will I be writing mains also?

To be eligible for appearing in Civil Services Examination (often known as UPSC examination) Preliminary Test, applicant's minimum age must be 21 years as on the 1st August of year of examination.

So, being born on 16.01.2001 i.e; turning 20 years on 16.01.2021, you will be eligible to apply for the Civil Services examination from next year i.e; Civil Services examination Preliminary Test 2022 (as far as the age criteria for appearing in the same examination is concerned) as your age will be above 21 years as on 01.08.2022.
