As far as Mtech is concerned IISC Bangalore has an edge over IIT Bombay.It has collaborations with foreign universities so you can have access to teachers from foreign countries and moreover top rankers prefer IISC.
So i think You should go for IISC bangalore.

it is depends... IISc is very good for computer science.. placement doesn't mater since iisc student get good placement (in CSA)... so goto IISc

As, you are interested in doing M.Tech then IISc Banglore as well as IIT Bombay both are good college, you may choose any of it.
But the better option is IIT Bombay because IIT Bombay is mainly engineering and technical knowledge based college so doing M.Tech from it is very beneficial on the other hand IISC Bangalore is research oriented college.
So,according to me IIT Bombay is the better option for you.
