i am in final year b.tech.can i apply for rrb2012 ...pleae tell me if I can do it

It is clearly mentioned in RRB notification that only those can apply for the recruitment
examination who completely fulfill the eligibility criteria on the last date of submission of
application.
Those who are awaiting the final result of qualifying examination need not apply.

The last date of submission of application is 9th April.
As you mentioned that you are presently in final year of B.Tech. so you can't apply for
the exam because you do not fulfill the required academic qualification on the date.
