Is GRE exam needed for doing Ph.D course in US or Canada?


I'm a master student im mechatronics, I would like to pursue a phd either from USor Canada .Should I need GRE and TOEFEL ..? Is it mandatory to give those exams? What exams I should give to apply for the Ph.D course? Can you please answer me?

My percetage is 46percent science facaty tell me my future in merchant navy
