I have passed the 12th class with 55% & I got 5.5 band for IELTS can I get it or not?

Yes, it is good to get admission in any foreign university. However, you will be considered as an average competent English speaker which means you can understand and speak English.

The scores that are below 5.5 band will have a very low chance of getting a visa.
