Union Public Service Commission was established as a constitutional body governed under the administrative control of Government of India. The commission was formed on October 1, 1926 with the aim of a having a responsible body for conducting examinations for making appointment to the various Civil Services of India. The head office of headquarter of the commission is located at Dholpur House, New Delhi. The first ever public service commission was incorporated by the British Indian Government on October 1, 1926 under the presssure put by Indian Politicians. Union Public Service Commission is an authorized commission responsible for conducting examinations for making appointment to the various Civil services in the country. This government organisation was formed on October 1, 1926. One of the major responsibility or function of the commission is to advise the government on the matters relating to methods of Recruitment to various services. The members of UPSC includes a Chairman and two other members. The members of the commission are appointed by the President of India only. The Delhi University conducts the common Aptitude Test for English (CATE). This is an entrance test which is conducted by the Department of English in the Delhi University for the selection of the candidates for the graduation level programs (BA) (Hons) in the subject area of English. This entrance exam is mainly conducted for 12 main affiliated colleges in the University. There is relaxation in the case of the candidates belonging to the SC/ST categories and also in case of the foreign students. These students are exempted from the entrance test. The other candidates are mainly selected on the basis of the merit score secured in the entrance exam.
