How much does it costs to study Master in International Business Development? How much education loan will be granted?

It will depend on the college or university you study at. There are some reputed universities abroad, which are very economical, but you need to be excellent to get admission there.

Also, scholarships are available to good students based on academic record. Education loan will depend on your guarantors income and the collateral provided by you. Sometimes, you have to arrange your expenses, because banks don't provide full loan because of your financial status.
