Hello Sir/Madam, I am a BTech graduate in Instrumentation and Control Engineering. I want to apply for IBPS Specialist Office IT recruiment. I would like to know am I eligible to apply for this recruitment?

IBPS stands for Institute of Banking and Personnel Selection. It conducts common written exam for Specialist Officer post under different banks.

You are eligible for IBPS SO exam even if you have done bachelor's degree in ECE after diploma because the four years degree is for those candidates who enrolled in engineering course after passing 10+2 from a recognized board.

As you have done diploma plus degree in ECE, you can apply for IBPS SO exam.
