i secured 75% in 10th ,80% in inter and 70% in btech. i scored 1050(quants 600 and verbal 450).my toefl score is 100. i want to persue my MS in electronics and communication in US . am i eligible for top universities? can you please send me the list of universities that i can get into?

I got 89.5% in 10th and 80% in 12th(ICSE AND ISC)...Currently in 6th semester(3rd year),Manipal Institute of Technology(MIT),Manipal University,E&C branch.... having a cgpa of 7.0(had 14 backlogs due to medical reason,but all cleared)...Member of 1)VOLUNTARY SERVICES ORGANIZATION(VSO)

which universities should apply?will my large no of backlogs(for 10 of them I have a medical certificate) be a cause of huge hindrance..should i take the gre again?
maybe if I score even higher in it it will offset for the high no of backlogs...am I eligible for any top universities?am I eligible at all(for my backlogs)..please help
